Whom is always an object and can be replaced with she, her, him, etc. (basically referring to a person). Who is the subject.
Example:
“With whom am I speaking to?”
“She is an athlete who likes to swim.”

Who functions as a subject, while whom functions as an object. Use who when the word is performing the action. Use whom when it is receiving the action. Kim is an athlete who enjoys distance running.
