The four levels are: level zero (the grassroots or informal neighborhood organization), level one (front-line or- ganizations that directly serve level zero), level two (local support or city- or metropolitan-level policy-makers, hinders and techni- cal assistants), and level three (non-local support).

-Geographic location, language, shared values/beliefs, cultural heritage, gender/race/class

- The process by which a community identifies a common problem/issue/challenge &/or opportunity, mobilizes resources and develops and implements strategies for reaching the goals they've collectively set rather than looking to experts to develop these things for them
