Answer:

The Roman consuls headed the judicial branch of government, I think. The Roman consuls ruled for one year, and there were always two men ruling together at the same time. They did hold authority over the army and had enough power to basically run the government, so in a sense, it could be D too. B seems like the more likely one though.
