3/2(6x - 4y = -36) - distribute it
(9x - 6y = -54)
9x - 54 = 6y
Subtract from the top down! (although vice versa should work)
swap 6y and -54
-6y = -54 and -6y = 54
This is impossible, so there is no solution.

6x - 4y = -36 9x - 54 = 6y
