the number is really "x", which oddly enough is the 100%, but we also know that 15% of that is 9, so


\begin{array}{ccll} Amount&\%\\ \cline{1-2} x & 100\\ 9& 15 \end{array} \implies \cfrac{x}{9}~~=~~\cfrac{100}{15} \\\\\\ \cfrac{x}{9} ~~=~~ \cfrac{20}{3}\implies 3x=180\implies x=\cfrac{180}{3}\implies x=60
