I think this quote means something like this. Children and parents have many separate hopes and dreams. The parents might want to go on vacation, but because of their children, they can't. Kids might want ice cream for dinner, or they want to sleep over at their friends house. But, the parents can say no. Parents and children have many dreams which affect the other person. If the parents say no, the children can't. If the child is sick, the parent can't go out with their friends.
