is really "x", and oddly enough 66 is the 100%, and 33% of 66 is "x", so

\begin{array}{ccll} Amount&\%\\ \cline{1-2} 60 & 100\\ 33& x \end{array} \implies \cfrac{60}{33}~~=~~\cfrac{100}{x} \\\\\\ \cfrac{20}{11} ~~=~~ \cfrac{100}{x}\implies 20x=1100\implies x=\cfrac{1100}{20}\implies x=\stackrel{ \% }{55}
