Degradates are the products formed by the breakdown of parent compounds. The breakdown process doesnt ensure that they become toxinfree. Moreover, in some cases degradates, the products formed after breakdown can be even more toxic than their parent compounds. Their toxicity depend upon a number of factors. For instance, environmental conditions, type of degradation process, and chemical structure of that particular degrade.

To conclude, the given statement is false. There is no universal law about the degrades being harmless. They can or cannot be harmless, it depends upon the degrade itself.
