well, the total amount that attended was really "x", which oddly enough is the 100%, and we also know that 1182 is the 60% of "x", so

\begin{array}{ccll} Amount&\%\\ \cline{1-2} x & 100\\ 1182& 60 \end{array} \implies \cfrac{x}{1182}~~=~~\cfrac{100}{60} \\\\\\ \cfrac{ x }{ 1182 } ~~=~~ \cfrac{ 5 }{ 3 }\implies 3x=5910\implies x=\cfrac{5910}{3}\implies x=1970
