How can you determine if two ratios are equivalent without reducing?

I had to do this before and my math teacher said I should try to turn them into fractions and simplify them. But he is probably wrong he is very Weird.

Explanation:

for example 2:4 would be 2/4, and 3:6 would be 3/6 if you simplify 2/4 and 3/6 you get 1/2

if you get the same fraction for both then they are equivalent

I just assumed... I might be wrong
