These countries were led by German dictator Adolf Hitler, Italian dictator Benito Mussolini and Japanese Emperor Hirohito. In September 1940, the three countries formalized their alliance through the Tripartite Pact. Five other countries subsequently joined the Tripartite Pact and became Axis powers.
