I think C) A hurricane causes damage and loss of power to a beach town that relies on tourism, is the best answer.

Homes, businesses, and crops may be destroyed or damaged wherever hurricanes hit and some residents may move away, and revenue bases decline resulting in to drop in tax revenue and economic activity.
