for the first question: Yes, bread and circuses were used to distract the poor from the social and economic environment they lived in, it was a way to blind their sight from viewing the real issues they faced like living in crowded apartments and living in a constant threat of being burned alive. The poor basically had their sight blinded because they anit want them to rebel against the rich.
Second question: the residents of rome knew how important it was to keep up with their hygiene so bathing already an important role. After bathing, they could go and lay in a cool pool and talk to other people, socialize with each other by bathing, using the steam room, or exercise facilities (the purpose was to socialize)
