well, that number is really "x", which oddly enough is the 100%, now, we also know that 40 is 250% of "x", hmmm

\begin{array}{ccll} Amount&\%\\ \cline{1-2} x & 100\\ 40& 250 \end{array} \implies \cfrac{x}{40}~~=~~\cfrac{100}{250} \\\\\\ \cfrac{ x }{ 40 } ~~=~~ \cfrac{ 2 }{ 5 }\implies 5x=80\implies x=\cfrac{80}{5}\implies x=16

Answer:

40 is 250% of 16.

Explanation:

Let x be the unknown number.

Then we can write the proportion:

40 / x = 250 / 100

To solve for x, we can cross-multiply and simplify:

40 * 100 = 250 * x

4000 = 250x

x = 4000 / 250

x = 16

Therefore, 40 is 250% of 16.
