What makes bullying a moral dilemma?

When you bully, you have 2 choices. A moral dilemma is often defined as “a situation in which a difficult choice has to be made between two courses of action, either of which entails transgressing a moral principle.” Bullying can be described as a moral dilemma because you have 2 choices, to bully the person and fit in, or to not.
