Allison says that 1.06 is bigger than 1.2 because 6 is bigger than 2. Is that true?

That is not true. 1.06 has a zero in its tenths place (the place after the decimal) and 1.2 has a 2 in its tenths place. Zero is less than 2 so 1.2 is greater than 1.06.
