Are these complete sentences, or is one of them a fragment?

I knew we would make a lot of money at the bake sale. Especially after Rocket arrived with caramel brownies, the line kept growing.

The second part is a fragment. Starting a sentence with "Especially after" makes it a dependent clause. It's not a complete sentence.
