We know that:
−13.2x + b = −2.2(6x − 2.4) + 4.3
Solution:
−13.2x + b = −2.2(6x − 2.4) + 4.3
=> −13.2x + b = -13.2x + 5.28 + 4.3
=> −13.2x + b = -13.2x + 9.58
=> b = 9.58
Hence, the value of b to make this equation equivalent is 9.58
