This is the Motif /symbol (it has a picture but I didn't screenshot it during class):

I don't know what the theme of the motif would be.

Judging by the sentence it could be that the little girl is vain. The reason is we are told this is a little girl not an adult who at a young age is putting on makeup. This child could have learned from her mother that makeup is essential to beauty shaping her to be vain and care about her appearance too much.
