If 21 is 60% of the whole, you could find it:
40% of a whole is 2/3 of 60% (4/10 to 6/10 or 4/6)
Find 2/3 of 21 which is 14 then add them up to 35 which is the whole
I mean there’s gotta be a better way but yeah
