If we think of the number line, it is easy to think about the positive numbers as being greater than any negative ones, and so we know the greatest number of this group will be 28, as it is the only positive number.

For positive numbers, the 'bigger' the number, the greater it is. For example, 66 is greater and 34. When thinking about negative numbers, it is the opposite. The further away from zero on the negative side of the number line, the smaller the number is. For example -66 is smaller than -34. So in this case we will be looking for the negative numbers with the highest 'base number'. Hence, our order will be:

-47, -16, -1, 28
