y=1x+5

Explanation

1,6and -2,3 is your points, but i like to use the table method to find it so instead youll write either one first and the other point below it and then just find the difference or addition between x and y and by doing that you get 1x. then plug in 3=1(-2)+b. You then will have 3=-2+b and by adding -2 to the other side you will get 5.
