You can trade this skvarnick for gold coins, but the vendors all measure skvarnick in units of sleps: not quibs.
10 quibs is equal to 3 sleps.

This is a very wordy question, but isn't too hard once broken down:

You have 70 quibs, and so have 7 lots of 10.

If 10 quibs is equal to 3 sleps, then you have 7*3 sleps.

7*3 is 21 sleps.
