After initially keeping America out of the First World War, what made Woodrow Wilson go before congress to declare war? Do you agree with his decision? Why or why not?

The Zimmerman telegram asked if Mexico wanted to go to war against the U.S, and that was the final straw for Wilson. He then went before congress to declare war on Germany.
