Because the people that were a part of Washington’s cabinet during and after his presidency held different political beliefs despite his wish they do not form political parties. That being the Federalists who were led by Alexander Hamilton that tended to be pro-British in policies. And the Democratic-Republicans led by Thomas Jefferson who favored pro-French policies.
