the immigration act of 1965 abolished quotas (annual number of immigrants who can be admitted) which opened doors to “those who can contribute most to this country-to its growth, to its strength, to its spirit.” basically this new law created a system of preference that focused on the skills of immigrants and family relations with citizens or U.S. residents.
