What is the MOST effective way to prevent pregnancy?

If used properly, combined hormonal contraceptives have a chance to be 99% effective. The effectiveness is only about 91%, though, because most people don't use it properly. Hormonal contraception like the pill is far more successful than barrier techniques like condoms, although not being as effective as an IUD or implant.
