The transition from a communist government to a democratic one is one of many trade offs. In a communist system people aren’t paid to “do better” they have quotas to fill in a capitalist system the people are encouraged to do better and also the economies of many communist nations have a difficulty going to a democratic one because of all the corruption the governments have in these systems
