This is because, during the cold war, globalization happened making countries financially better until the Countries wanted sovereignty over their colonial power. Once they had done this, they were left with no money because their colonial power was basically their government. They were also left with a lot of civil unrest because their new government was corrupt leaving them in deeper poverty than they already were (because many Africans are illiterate and because of this have no jobs. Therefore, there is no tax money going to the government to pay for schools, hospitals, etc)
