It's asking if the relationship is proportional, and it is because the line is linear (a straight line) and goes through the origin (0,0). The constant proportionality is the rate (I think), and it is 1.2 miles per hour, or 1.2mi/1hr. I don't know if this helps at all, but good luck. :)
