Why did the colonies decide they needed a national government in addition to state governments?

with the weak central government in place from the articles of confederation there was a lack of stability throughout the colonies. The National government couldn’t tax the states, have a supreme court, create a military, or handle conflicts between the colonies. One of the main events that led to the constitutional convention was shays rebellion. making them see that without a central government there would be a likeliness of civil unrest to continue.
