Explanation:

Parallel lines have the same slope. Therefore we know the slope of our line will be 1/2. We also know the equation
y-y_(1)=b(x-x_(1) ) where b is our slope (1/2) and y1 and x1 are the values from the point we are given. After plugging in and simplifying we end up with y = 1/2x + 4
