Using the properties of exponents, we simplify as follows:

(x^2y^-3/2^-2)^-1
= (x^2y^-3 / 2^2)^-1
= (x^2y^-3 * 2^2)^-1
= (x^2y^-3 * 4)^-1
= (4x^2y^-3)^-1
= (4/x^2y^3)^-1
= x^2y^3 / 4
