A doctrine is a policy. In the United States, the Monroe Doctrine is a policy that warns European countries to not interfere in the Western Hemisphere. In return, the United States recognized existing colonies and would not interfere in Europe.
This influenced the US foreign policy because it established the US as a world power. This also gave the US a sphere of influence, they now had much more power than Europe in the Americas.
