Answer: The proclamation didn't account for the American colonists in the west.

Explanation: (I learned this 2 years ago) Since the end of the War, colonial governments had started planning an expansion into the new western territory. This matter had become a big political problem among the colonies and colonists. Also, the English settlers heavily ignored this proclamation. I hope this helps.
