I need to know this for a book I'm writing. If a criminal was caught and all of their family lived in another country, would the U.S. Government be able to collaborate with other governments to find and contact the family?

No because if that were possible a lot more people wouldn't be trying to cross the border if other governments could communicate with each other the answer is No
