How did the physical geography of Ancient Greece encourage the development of city-states?

The Mountains provided a type of wall between any raider or bandit gangs thought would seek to raid the towns thus since they were protected they could focus themselves on the inside and devolp a system of goverment and a force of men that could protect or fight the best example would be Athens or Sparta.
