Option C. y D. are right.

Option C because you should't employ (and is illegal to do so / informal business) somebody who's not legally allowed to work in the US (an ilegal inmigrant, for example). However you can work in the US not being a US citizen if you get a Visa.

In all case, the only requirement is that the business wants you and you are willing to take the wage that they are offering you.
