False, the very essence of a communism system is to give the power to a system and not to the people like in capitalism. Communism means that everyone gets the same treatment regardless of the ability or effort one puts in. There is no social status, which is how this economic and social system works.

Capitalism is the organization of a society founded in individual and personal civil rights. Further, economy is handled and interacted by private owners and industries. Man is the governing body not the government. If the government supervises all the political and economic channels of a state then it will be called communism.
