A US Senator represents his whole state.

There are two senators from every state, no matter how many people
live in the state. 100 Senators for the whole USA.

In the House of Representatives, each representative is supposed to
represent a district with the same number of people as the other districts.
So states with bigger population have more representatives in the House.
435 representatives altogether in the House.
