True. The government was trying to find ways to pay its debts that incurred during the Revolutionary War. This caused among the people of Massachusetts who rose in revolt. It took a privately funded militia to defeat this rebellion. It should the weakness of the Articles of Confederation and called for a stronger government and new constitution.
