We have to have the same units....so..
1 hour = 60 minutes
15:60
15/15 = 1
60/15 = 4
1:4
Answer: 1 to 4

so 1 hour=60 minutes
so 1 hour to 15 mins=60 hour to 15 mins=60mins:15mins
treat as fraction
60/15=12/3=4/1
answe ris 4 minst to 1 min
