I believe the answer is: c. The missiles could be used to strike the United States.

Cuba and united states adopted two different ideologies that originated since the cold war era. ( Cuba is a communistic country and United states is a democratic-capitalist country). Because of this, both of these nations are on bad term with one another.

The reason why the United states of America was concerned about the nuclear missiles in Cuba was that the missiles could be used to strike the United States. The correct option among all the options given in the question is option "c". The United States was also concerned that this could lead to a nuclear war and would badly impact USA.
