Permafrost over much of Siberia is one of the biggest hindrances on Russia's economy. The land in Siberia cannot be used for agriculture, because the climate is too cold. The climate also makes it difficult to develop other industries in this area. Therefore, though Russia is the largest country in the world, most of its land mass cannot be used for economic development.
