It would be 'equal to' b/c those signs on the outside of 4 & -4 mean 'absolute value.' So when you see those signs, whatever number is inside, it becomes positive.

The absolute value is always positive, so the numbers would be 4 and 4.
Those are two equal numbers so it is:
equal to
