Did the Civil Rights Act of 1964 help forbid and cease discrimination between different nationalities?

It supposed ended discrimination, but it did not actually stop it. This is when the statement "separate, but equal" came in because of the Civil Rights Act at an attempt to separate African Americans from whites.
Hope this helps.
