I believe the answer is: b. The federal government should take strong action to ensure African Americans' rights.

At that time, the southern states was controlled by the Democratic party. In order to prevent the African American from having any representation on the government, they passed several legislations that make African American citizens (who used to be slaves and did not obtain proper education) to not be eligible to vote. (such as the literacy test)
