This is because internal conflict typically has at least two sides of an issue that the individual is trying to choose and resolve a problem over. For instance, if a character has a friend that committed a crime and the police are asking the character to turn in his friend. One side of the conflict is the loyalty he owes to his friend and the other side is the importance of justice and obeying the law. He would undoubtedly be confused on what to do.
