Anarchy, by its definition, is when the society does not have any authority or rules to abide with. In the choices above, it is letter A: absence of any law and order. Letter C: rule by citizens is democracy while letter D: rule by a king is monarchy. Even up to this day, there are still places in the world who practiced this type of governance.
