2L + 2W = 28 feet

One blanket could be;
2(10) ft + 2(4) ft
The second blanket could be;
2(7) ft + 2(7) ft

Because...
2(10) + 2(4) = 20 + 8 = 28 and 2(7) + 2(7) =14 + 14 = 28
